Francine Semaya is currently a legal consultant in insurance regulation, reinsurance, insurance insolvency and transactional matters. She concentrates her practice in reinsurance, captive insurers (in the US and abroad), insolvency and national and global insurance regulatory matters in the areas of property, casualty, life, annuity, surety and financial guaranty. In addition, she performs legal and compliance audits and serves as an expert witness. Most recently, Francine served as an expert in numerous complex captive and reinsurance arbitrations.

Active in several professional organizations, Francine is a past President of the International Association of Insurance Receivers. She is also a long-time member of the Insurance Law Committee of the New York City Bar Association, where she continues to serve as chair of the annual “Current Issues in Insurance Regulation” program. Francine also serves as the Director of the Insurance Federation of New York.

Francine is a frequent lecturer and has authored numerous articles in both legal and insurance trade publications. She is often called upon to organize and chair seminars and programs of significance to the insurance industry.
